Utopia CARES 9/7/15; 0300 BST:
(Cultural Advancement Report, Explanation, and Summary)
Preparation:
We only have 141 CCs to spend this Week,
so We need to select 1 or two systems that Will allow us to have Expansion Systems (and therefore Violent Protests) for our Combat Pilots to grind for Merits; otherwise they will be forced to Undermine and Oppose the expansion of other Powers. As the Utopia tends towards Iron Fisted Pacifism, we need to do all that we can to prevent this travesty.
Several Utopians have been preparing the following system for Expansion:
Gauluujja.
-This system was hotly contested before, and will be again;
-This little Gem will net us +48cc/week, has an upkeep of only 24cc/week.
-We need to ensure that the Sabotage systems (listed below) do not get ahead of the above system!
-Utopian Pilots who wish to PVE will be able to hit this in solo mode with no fear of encountering CMDRs; and there will be lots of chances for PvP in Open...
-If You have not used your Nominations for the week as yet, please put them here.
The Sabotage continues:
These systems only benefit other Powers by providing them with a place to grind merits...

Expansion:
It's been a VERY busy weekend.
I want to Congratulate everyone who has been participating in our expansion efforts at the following systems:
-Auakereks (3450 Expansion/0 Opposition),
-Chu Pere (5210 Expansion/3660 Opposition), and
-Makula (1780 Expansion/0 Opposition)
...are all already over their Expansion Triggers. Great job team!!!
-We need to keep up the pressure in Chu Pere to ensure that we don't get overtaken mid-week; and keep vigilant that the other two do not suddenly become Opposition targets.
-Albast
...is being pounded into dust, and is already at almost 16 times it's Opposition trigger!?!?
-It's location is convienient for Merit Grinding by several other PP Factions. I say let them enjoy Albast, and use our valuable time and energy to continue to build up the three systems listed above.
Ewe
...is the result of sabatoge from within by political Traitors and Recidivists among our own ranks. Someone has a friend or friends in Federation and/or Alliance space, and keeps using our valuable CC to seed Merit Grinding zones for them. -If they used this energy as productive members of Utopia they would be Dangerous!
-as is they are lame at best... basically Political Griefers which should be treated like any other Griefer; Don't even bother making the trip.

San Neb Xoc - Fortified. Gives us +22cc!

With only 141 CC left to us, We must be vigilant in our fortification this week or We won't have enough CC to put any systems into expansion next week; thats bad becasue that means no Violent Protests...
This is bad for us becasue:
We will have to Undermine or Oppose for Combat Merits, and MANY of the Prenav Antal Players are Combat Pilots.
To The other Galactic Powers reading this - This is bad for YOU because:
1) As stated above - We will have to Undermine or Oppose for Combat Merits, and MANY of the Prenav Antal Players are Combat Pilots. So We will have to Undermine/Oppose YOU; and in Solo: You can't stop it from happening...
2) There are several factions that seem to rely on our Violent Protests to grind Merits (You know who You are...), so let us have the CC nessesary to continue to provide this valuable service to the Galactic Community.
3) We don't usually Undermine or Oppose if We don't have to. The Utopians are a largely PvPeaceful population, The Simguru provides violent Protests as an outlet for what aggressions that We do have, and would rather it stay that way.
The moral of the story:
Utopians - Spend a little time and credits to Fortify systems to protect your Violent Protests. Even if a system is not under threat: Fortifying it forgives it's maitenance cost. This means more CCs available, and less damage taken from other undermined systems.
-If You do nothing else: Fortify your Home System. This will help.
Remember: A well equipped T-6 is only a couple of Million Credits, holds 100 tons of cargo, and Utopian Dissidents are free if You collect them on the half hour. Use the 'Lazy Transport Method' (See the Guide in my Signature), and get You some free Merits, and Antal some free CC for fortification.
Other Galactic Citizens - Please avoid undermining Utopian systems so that We can continue to provide the Merit Rich, Combat Delicious 'Violent Protests" (tm) that You know that you Love!!! (...and then Oppose us back into the stone age...)
Summary:
Times are tough and CCs are low. We are preparing a system that will be our Grinding Ground for next week; and we must focus on fortification so the pickings are not so slim in the future.
Remember to use the 'Lazy Transport Method' to earn merits while You are doing chores, homework, or any other real-life activity.
We have the momentum to maintain our number 6 rank, or even *gasp* make it into the number 5 slot. Imagine that: Prenav Antal in the top row!? Madness!!! ...or with your help: Maybe not.
