Utopian News Network: The Silent Arbiter
As Utopia completes its mission in the Maia system, senior Utopian figures have expressed alarm at the deteriorating political situation between Imperial and Federal forces over territorial control of the barnacle lifeforms.
"We are surrounded by a galactic mystery, with recent events pointing towards something else other than humanity co-existing with us.
To some we are being stalked by monsters, whilst others think we are destined to meet a higher intelligence. We must be optimistic for this encounter, and find peace through a collective voice meeting this challenge, whatever it may be.
It is clear humanity is being watched, its actions noted. A time is coming when we will be judged, when our very survival depends on what we do now. We must not, and cannot fight amongst ourselves, as to do so gambles with our future."

Last week was a perilous journey through turmoil, as we waved goodbye to Maia. With our mission finished there, Utopian scientists return to the core worlds to think up new scientific expeditions.
With RP off, we shed Maia to correct our CC balance which now looks nearly 300 CC better. We also increased our standing from #10 to #9, and have exited turmoil fully- no mean feat as with the latest patch we can no longer do controlled turmoils via collusion piracy. So an epic well done to those who fortified, especially those who sorted out LP 708-253 last minute.
Although no systems fortification triggers were lowered this cycle, work continues and several look promising for reductions next cycle.
So, what now? Utopia is in as good shape as it can get with the tools we have been given. Now we must expand to fill the expansion CC gap and keep ourselves watertight by limiting expansions. It also means we need little fortification- six basic systems will be enough to cover it. But please remember, do not fortify randomly! If we fortify too much, we get a glut of CC that has to be spent next cycle, and can lead to 5C attacks.
Below is a list of the top six targets, please fortify these first. Also, we will fortify some others to 50% just in case they come under attack or we need to quickly finish them later.
If you need to grind merits, please stick to one of the systems close to Polevnic that have already been fortified, do not start a new system as this will simply add to the CC hoard that we don't want or need. Even better, fortify Gorringa, LTT 17156, Dheneb or San Neb Xoc, and grind these.
We need to play the long game now, and we can only do that as a team.

✱ Prepare! Yes its back! Prepare early and build up a healthy gap to avoid problems later.
✱ Fortify: Fortify the list- if you need to grind merits stick to an already fortified system to keep excess CC down.
✱ System flipping: install the correct gov types, dictator, co-operative, communist. Get those triggers down! Check bulletins and stickies that pop up for target systems.
PREPARATION
Prepare these two systems, in this order:
Wendigo (provisional) 108 cost | Number 1
Mong O (provisional) 128 cost | Number 2
This should burn up our preparation CC and prevent 5C. Nominations via the Powerplay tab are still borked, but you can travel to the system and nominate locally in the station there so please use them and keep out trouble.
