Powerplay Utopian Dissidents?

I've 'liberated' 29 tons of Utopian Dissidents that just happened to fall off the back of a few Haulers, Type7 and Type9 in the Antal system. However, having brought these back to Harma (Archon Delaine Power HQ - to whom I am aligned), I can't seem to offload them in the Contacts->Power Contact menu. There's only buy contraband-packages, no vouchers to deliver and no marked slaves to deliver.

Bug or somewhere else I need deliver them?
 
It is bugged and has been since release. Archon Delaine members cannot deny Prantal expansions because of this. I spent three hours pirating those vessels and went to both the capital and the control systems and couldn't turn them in. Not to mention it takes an abysmal amount of time for tens of merits.
 
2.1 changed undermining for independent powers. Independent powers are now supposed to use combat undermining (killing ships) to oppose each other rather than PowerPlay piracy.

The thing is that actual piracy undermining as a mechanic has utterly failed. There is basically no offensive undermining going on using that mechanic so aside from regular undermining between Indies making more sense (they are not part of any/same super power) maybe they thought it would spice things up.

Piracy undermining is mostly used (some would say: abused) to self undermine right now to control a power's CC balance and get rid of bad systems with self induced turmoil. The only ones who effectively use it against powers from time to time are 5th columnists.

From a lore perspective it makes no sense that the independents can't kill each other without repercussions. It's still in play for the Empire and the Federation, and it makes a lot more sense there.

That being said, it is utterly useless for anything other than collusion piracy (whether it be saboteurs or not), as the rewards for PowerPlay piracy is ridiculously low for the difficulties is presents. To my mind, unless they fix PowerPlay piracy, it should simply be removed, and in my opinion, the proper way to fix PowerPlay piracy is to remove the rewards for collusion piracy (it's a massive advantage and money maker for the Powers that have access to it) and instead boost the rewards for NPC PowerPlay piracy by quite a bit.
 
Idk, after being trained by fire in the art of Piracy by the dangerous games CG, I would have gotten a bit more Merits per hour then combat undermining. Maybe 30% faster! I could definitely see hitting rank 5 in a week at 15-25 hours played.

But yeah, most people suck at Piracy because it's actually challenging (and interesting!)

Honestly, I don't get why it's one or the other and not both?

In any case, PP Piracy is the only fun and challenging PP mission. And very rewarding if you can do it efficiently and well. But they nixed it eh? What a shame!! They are slowly gutting PP it seems.

Unless they've boosted the amount of cargo dropped per ship to be more than 3 to 5 tons, I seriously doubt you could ever gain more merits from piracy undermining than you could from combat undermining, especially because any ships dying costs you a large amount of merits every time.

I dont knwo abou t other factions but Antal had an envoy from the feds a good long time ago and ade a deal so shouldnt they be technically allied. Plus Sirius and Antal players have been working together for over a year to do odd stuff. Both have ally and non aggression deal type things that were posted on Galnet. The there's archon and antal who had some kind of deal whee it was a non aggression type mind your own business agreement. All have been galnet articles. So my point is that wat the players do regrdelss of power and recognition is overlooked by the game mechanics. Here's what I mean, what if the queen of the empire and the chief hairdut of the feds in power play got a story saying we are all fine would FD make them allies or force the story?

I only saw 1 or 2 ships with so little. The rest were all in the 12-17. A couple had nearly 30. It was at a reasonable rate even with my cutrate piracy skills.

I hadn't even considered this since not many people haul in Open. Would be a totally different thing if PP PVP piracy (PPPVPP?) existed, and you were penalized Merits for killing the player. Could create a healthy PVP dynamic in Open, where dying was the exception.
