It's one of the key differences between VIP passengers and cargo missions. Let's say you have an economy cabin with 16 berths, and a cargo rack with 16t. A VIP passenger will "rent" the entire cabin of 16 berths, even if his party has only three members. Cargo contracts, however, only rent the exact number of tonnage it asks to be carried. So a 3t contract still leaves you with 13t cargo capacity to do with as you wish.

Conversley bulk passengers will only take up the number of berths they need, and can even be spread over a number of cabins of the same class

So if you had a bulk passemnger mission of 4 passnegers and 2 class two economy passenger cabins you could take the mission
similarly if you have a Class 5 Economy Cabin with 16 berths you could have any number of bulk passenger contracts in the cabin so long as they totaled to 16 passengers or less.

VIPs book the whole cabin and the whole cabin only so you cannot put say two class 4 First class cabins each with 3 berths to accept a contract from a VIP looking for 6 berths
