Time is out of joint on Venus. The planet’s thick air, which spins much faster than the solid globe, may push against the flanks of mountains and change Venus’ rotation rate.

I don't see this being postulated as explanation for Venus' retrograde motion (by what I can see of the paper and article), even though it does suggest that the wind could change the rotation period by minutes per day - although that day is 243 of our Earth days.
