I am trying to amass merits through combat for Aisling Duval. I went to an Anarchy control system for Zachary Hudson. I went to the navigation beacon, logged off +25K from beacon. When I logged in I was surrounded by "Zachary Hudson" ships which I proceeded to kill. I did this a lot. I don't see any transactions mentioning power play, vouchers or merits. I do see bounties on me for Zachary Hudson. I flew to a control system for Aisling Duval and talked to my power plan contact. There are no vouchers to redeem at all. I had hoped to do this with combat and not shipping. Could someone point out what I am doing wrong?

You did fight in a control system (i.e. undermining) right?
Also, I detect (with going to anarchy systems) you are trying to avoid bounties. In Powerplay you have a separate bounty that you can't avoid (but is not part of the normal C+P).
