Probably have to wait for the required designer tool - I've also purchased the VIP Single ticket and am awaiting the required tool.

Why 3 VIP Ticket?
That's simple enough.
The Single one is to create one park guest.
The Group one is to create a group of park guests inc group name.
The Staff one is to create a staff member.
That's how I'm reading it from the descriptions on the Frontier store.
The staff/group versions may be although I think it's a way of showing support for the game and getting yourself in the game as a guest or member of staff- it's basically an extra feature.
