Viper loadout issue.

I have on the medium hardpoints gimballed D2 beam lasers, on the small MC's.

I'm finding that the beam lasers refuse to fire at times, even when they have full energy, and they don't say out of range.

Is this a power plant issue (A3)? Very unlikely to be power distro as that has weapons at 24k.
 
You aren't taking into account for hardpoint locations on your ship. The medium hardpoints are below you, meaning they won't fire above you if your target is flying past you in a turn fight. It means you have to keep your ship more-or-less centered on the target. The top C1 hardpoints have a huge fire arc, especially when you're turn fighting pitching up, however that's because they are on top and have a lot of space to fire. The C2 hardpoints below your ship are limited by the fact your ship actually blocks them from firing up, so they'll fire if you're centered on your target, or your target is moving below you.

You can test this for yourself by pitching up and down and seeing when they stop firing on your target.

I read the beams are not super powered as in the Trainer - could be this also? (just got my Viper)

Targets were straight ahead. When they did start firing they would stop after a bit even though that target was within 1Km, and with plenty of energy left.

Doesn't happen in a Cobra, why in a Viper?

As Ethurian said, I believe it's the firing range of the Medium hardpoints on the viper. I tested this out in a conflict zone a bit and he's wrong about "mostly centered on the target", you really have to expose your rear just a little bit to the target in order to get those bottom gimbals firing properly, otherwise they simply will refuse to go off.
 
I have a Viper as well and as others have said, if you have beams on the medium hardpoints they only fire when the target is below the center of the screen, but if gimbled, will still fire when the target is below you and blocked from view by your cockpit. Try pitching your nose up slightly when you fire, then get the up/down left/right strafing thrusters more involved in maneuvers.

As for why on Viper and not Cobra. On the Viper the bottom medium mounts are half-way back the ship almost to the rear landing gear. It can't shoot centered directly ahead unless the target is quite far away without blasting the nose of your own ship, and never above center. It does have a fairly large firing arc below the ship where you can't see, so until the targeting dots come back up to the center of the screen feel free to keep firing at unseen targets (just hope an unseen friendly doesn't happen into the beam). On the Cobra the medium hardpoints are on the top nose area so aren't blocked by the hull much, and even the small wing hardpoints aren't set back near as much as the mediums on the Viper. Viper wins in the looks department though.
 
Cobra medium mounts are on the top, viper on the bottom. I frequently get my small gimballed lasers not fire at targets - it doesn't take a lot of elevation to put a target out of line of sight of the lower weapons. And it's not easy to keep them below you as the console gets in way of your view.
 
I use a viper and have gimballed C2 cannons on the bottom hardpoints. This happens to me as well, but as others have described, it is because they actually only fire SLIGHTLY below center. Also I often am not quite as centered as I perceive I am, so when they don't go off, I just pitch up slightly, and they start firing. You really have to keep the target just a smidgen beneath what I would call the central horizontal plane (just made that up but i hope it conveys my point).
 
The A3 power plant is a must, as is the thuster and power coupling. What confuses me though is the shield generator. I have a choice between upgrading to the D3 or the A3, the D3 shows a clear advantage in lightness, while the A3 just uses more power... can anyone explain the difference in the rating?
 
I alternate weapons by point. So if I've got Two Burst Lasers and two cannons, I put them so that there's one on the top and bottom plane so that they fall like this
