I've been using VA for a few months now, but when I started watching some twitch streamers playin ED I noticed their VA or something is giving them vocal feedback, how is this being done? I tried looking through the VA menus and whatnot and cant find anything.

In the 'Command' Section, click other, you will see a drop down ' Say something with Text-To-Speech
You can use the built in windows voice, however a professional voice like Ivona is recommended. I use Ivona Amy for my ships library etc, and A.S.T.R.A for the ships main computer.
