What's the best fighter grade combat ship in ED and why?

I'll start by stating IMO it is the Viper hands down.

Main reason? It's the fastest beast out there. Can easily disengage, recharge and reengage with little to no risk by just running away. It's survival just because of that. In real life fighter pilots say "speed is life". In ED the Viper is proof of that.

With the exception of the Eagle and Sidewinder it is the most maneuverable ship available. It can easily hold it's own against a SW if piloted right and it can beat an Eagle by using it's speed and simply disengaging and then turning back and making a high speed head to head pass on the thing. Against larger ships you don't ever need to put more than 1 or 2 pips in ENG and I normally run with none against transports.

The viper is versatile - it can be made a passable trader by upgrading it to as many as 18 cargo - maybe more, I've not tried. It can be turned into a decent explorer with the right FSD drive and can easily make jumps out to 16LY. By lightening the load you might be able to get it up to 20.

With 2 medium and 2 small hardpoints you can put decent weapons on it. With mine loaded out with F2 MC's and G1 Burst Lasers I can take out anything Cobra Size or smaller pretty quickly. I recently took out an Anaconda with G1 MC's and G1 BL's.

So - my vote goes to the Viper!

Unfortunately, this is wrong as Viper is definitely not the fastest ship now.

According to the reports it's boost velocity is around 410 m/s, whereas a Cobra can boost to 450 m/s, Imperial Clipper can boost to about 440 m/s. As a Clipper mass locks a Viper there is a high risk of Viper not getting away.

Viper is a dedicated fighter and definitely is not versatile. It's cargo capacity is really low, jump range, especially when fully loaded is very short.

It is a Cobra that is versatile for the comparable price, it is faster and has about the same manoeuvrability and I've already commented on the velocities. Cobra has the same load out as a Viper and I'd say that medium hard points are located slightly better on Cobra. Definitely Cobra's small hard points are only good for gimballed weapons. Taking into account that one can fit a better power plant on Cobra she should have less trouble in power management than a Viper.

If setup correctly, the Cobra is the boost king. You can keep your average speed up around/over 390. The Imperial Clipper is also pretty decent, but the weapons points on it are pretty much crap.

What's surprising is how well the Adder can hold up against dedicated fighters, if you spend the coin on it :)
