VR Quest 2 - appears to be locked at 45 fps

Hi all,
I have been playing our with Elite on the quest 2 via steam VR. However, I am unable to get above 45 FPS (using fpsVR, my GPU is hitting 85% to 90% with current settings). I have played around with settings in elite (HMD set to 1.0 in elite graphics options, and HMD to 1.4 in oculas tool.
System is:
CPU: Ryzen 7
GPU : RX 5700 XT
RAM: 64GB
Drive: SSD
Connecting via link, and have ASW turned off along with 350 (Mbps) encoded bitrate (cable gets 2.5GB)

Any suggestions and possible fixes as to why my FPS appear to be locked at 45 in elite. I am wondering if it could be the AMD drivers? Appreciate any advice.

What's your ASW setting in the Oculus Dev Tool? Remember it has to be set to Disabled every time you start the Oculus link app.
It will lock to 45 fps if it can't perform 90 fps if set to Auto.
