Wake Scanners and Naval Kill Missions

So I took a job to kill a Gen Elgin for the Fed Navy in the Sanna system in my Cobra. The target was in the nearby Pavonis system or something along those lines, so I went after him. I found his Dropship in a USS after a few tries, and we duked it out, and I eventually got him down to about 18%, but his shields came back online and he was able to jump away before I could get the kill (2 small beams, 2 med autocannons). So, I scan his Wake, and jump to the next system to kill him. When I get there, he appears in Supercruise, I Interdict him, re-scan with my KWS (since I already discovered before that those scans don't carry over to new systems), and take him out. I get a lousy 400 cred bounty for him, and the mission did NOT resolve... apparently since I didn't kill him in the indicated system for the mission it didn't count? Is this normal? Because it seems extremely broken to me, but I figured I'd ask before I submit a ticket or something.
 
This is not normal, I have completed 100rds of these missions, for feds and other systems. Never have I had one of these NPC's attempt to flee, all of mine have been programmed to fight until the very end.

I would advise you to return to the system you were told to find him in and attempt to find the same NPC again. This time take out his drives or FSD first so this issue does not occur again.

Yeah I figured if I go back to the original target system he'd reappear and I could kill him all over again... it just seemed stupid that I couldn't follow the target to anther system to finish him off and still get credit, but I guess the mission scripting isn't that sophisticated... I already knew it did not work on bounty hunting missions, if a pirate jumps away I just let him go since following him and killing him doesn't count towards my kill credit. Seems to make just free-form bounty hunting a better option than trying to do the paid "Kill X Pirates" jobs. Basically the Wake Scanner is useless for missions then.
 
Thats a real shame, hopefully this is just a coding oversight due to the early stage that the mission system is still in. It would be so much more fun to be able to track and kill these targets. :)

General Yano bolted on me the first time I encountered him, so it does happen.
