Horizons "Wanted" and my Bounty

Doing my first data link scan mission and trying to figure it out, I got attacked by 2 Skimmers. Naturally being a pilot trying to make a living and trying to stay alive, I decided to give the Skimmers a taste of their own medicine. Left the planet and after watching a couple of videos on Youtube, I decided to give the scan mission another try. After completing the scan, returned to New Dawn Station and noticed I was a wanted man. It was like that at most of the stations. Landed at New Dawn, handed in the mission and tried to pay off my bounty but could not. No where to do it. Left the station and went to a couple of stations where I was not wanted and there was nothing there saying to pay off my bounty. Left Ceos and flew to Sothis and same thing there.
Sooooooo, how do I pay off my bounty?:O

Thanks! I looked in my galaxy map and could not find anything saying "Services". I did google trying to find something but still have not found anything (still looking).

Any station in a Low Security system, or any station controlled by an Anarchy faction regardless of system security level.

Go to the station, go to Contacts under Station Services, and Interstellar Factors will be there...
