Wanted "Authority" ships

So, during my Gamma flights I have encountered a number of Authority ships with "wanted" statuses - now being in my Freeagle and being a law-abiding pilot I've left them alone - but should I have?

It is a bug? If so I'll ticket it.

Or are they Cops-gone-Rogue? With bounties to be harvested?

Anyone experienced this?

Seen a few so far two of them were defiantly clean when I first saw then and the they hit me while we were both chasing a wanted ship and they turned wanted, so it is nice to know that ncps have the same problem with ships crossing their line of fire.
