So no matter where i try to dock, if i get scanned im wanted. even systems i havnt been in before

did something change? do the npc use a "kill warrant scanner" now or something?

Is your problem that you should NOT be wanted (therefore it is bugged), or that you SHOULD be wanted, but find this to be inconvenient?

I have no experience with wanted passengers, this should be a focus to look at when OP wants to find the problem [blah]
