Wanted in Anarchy Space?

Well after doing some missions, I decided to head out to an Anarchy system and do a little freelance hunting. I found some wanted ships quickly......but....they were marked as wanted. This implies there's law in Anarchy space.

I'm going to do a little more digging, but is this due to Powerplay?

Perhaps it is or maybe the change to bounties being local faction only was applied to Anarchy by accident, sort of wiping the default lawlessness of the area.

Highly likely you've gone to an anarchy system that had it's major power flipped to a non-anarchy one. The change of government on the galaxy map doesn't seem to get reflected.

Look at Mac Og (a system I flipped). It's currently controlled by an Imperial Patronage faction. However, it's "government" model is still Anarchy, and allegience "Independent" on the galaxy map. But, it's clear the imperial control faction is working correctly in the system; ships appear wanted and you can get fined for criminal conduct.
