[Wanted] My suggestion for a bounty system revamp

Currently i'm wanted in a dozend systems without ever killed a unwanted ship intentionally. In the "old" days this wasn't that much of an issue, because you could bribe of the bounty. But now i have to search a new system every time this happens. I totally understand what the want to archive with this from a pvp/griefer perspective, but in PVE it suxx [mad].


So here comes my REVOLUTIONARY idea:

Combine both systems! Bribable bounties on NPCs, Cooldown-bounties on players.

This could actually been explained in lore, because all players are members of the pilots federation and they might offer their menbers a service of protection, so whenever a unwanted player is attacked, the pilots fed. issues a (maybe galaxy wide?) bounty on the attacker. All other bountys are still handled by the locasl authoritys and can be bribed off in the local stations (as it was befor the change.)
