General Wanted ships scaling with controlling faction security status

EDITED: I forgot about actual system security, which affects quality and response times of system sec forces (thanks @rootsrat) - I haven't regarded this feature in several months of BGS, I guess it doesn't have that much an effect.

My suggestion applies to the controlling faction's Security status as shown in the faction Status panel.

So when a controlling faction is experiencing Civil Unrest, we should see an increase in wanted ships (pirates taking advantage - maybe where Pirate Attack state would shine brightest) i.e. NPC pirate to his mate at the bar "Dude, let's get on over to bla bla system. I heard people aren't happy and security forces are on strike. The Cobra MkIV needs repairs, let's make some easy money.". On the opposite end of the scale, when experiencing Civil Liberty wanted ships should be rare i.e. NPC pirate to his mate at the bar "Dude we ain't going there, security is maxed out. The Python is good but it ain't that good.". I know the Wiki says there's a "lower chance" of NPC criminal activity with Civil Liberty but I'm not seeing any obvious changes to normal. I'm still seeing loads of unshielded Eagles and Adders in Low Res sites, where I'd expect them with better defenses whilst security is increased.

It makes no sense for there to be so many pirates jumping into a Resource Extraction in a system experiencing Civil Liberty, essentially knowing the Res will be full of security. For the sake of immersion, surely AI can calculate whether their wing of 3x Cobras stand an actual chance against a horde of security Condas, Vulture and Vipers. More Elite Condas and Alliance ships (I haven't seen one Challenger/Crusader in a Res in the last week and I've been working them hard) instead of Vipers and DB Scout - regardless of player rank. Pirate combat level should reflect the situation they're going into, much like CZs.

I believe that the Security level drives the response time and equipment of the ships.

The rank of the ships is determined by player's combat rank.

Sorry I forgot there are technically two securities now. I haven't paid any attention to system security (as per System Map) for ages except for finding Anarchy systems. I haven't noticed that much difference in security forces to be honest. In Res sites, they're generally always there as soon as someone fires.

Ah, gotcha! In that context I think that your (now extended) suggestion does make a lot of sense! :) +1
 
RES make no sense anyway - in Low/Medium/High the pirates are clearly outclassed by the local security forces, while in Hazardous the miners clearly aren't set up to cope with being attacked. Some sort of CZ/Installation scenario mechanism there would work better - normally it's just miners, but sometimes a bunch of pirates will show up and attack, followed by police coming in to defend, followed by it going back to normal.
(And scenario bonus awards compensating for bounty hunters not being able to just sit there all day, to keep general earnings the same)

In terms of pirates seen elsewhere, the security level does have an effect:
- in higher security systems, pirates hanging around in supercruise will be lower ranked and in smaller ships
- in higher security systems, the chance of a 'tasty cargo' pirate appearing specifically for you is lower (though their ship and rank won't change if they do show up). I think this also affects some sorts of mission-related enemy.

Yeah originally I just tapped out a thought I had this morning instead of actually thinking about what it sounded like to others lol. I've drunk lots of coffee since so now my brain is functioning near on 100%.
