Wanted vessel cargo:

So, after a bit of playing I've noticed that there's one really big annoyance/thing that sort of breaks my sense of immersion logically- every piece of cargo you ever get in space, be it random abandoned cargo in unknown signals or cargo dropped from wanted vessels, is always flagged as stolen. It's silly! I can understand some of the things that you find in signals to be stolen (military data, blueprints, etc), but just the random cargo in EVERY SINGLE wanted vessel as well? It's to the point where I've simply removed all cargo from my ship for other things because it's absolutely useless, since if you're carrying ANY of the loot from the vessels you have legally destroyed, half the time a stray fed scan smacks you for a fine far higher than is worth the risk of any cargo.

TL;DR why am I being punished for collecting loot from legally-obliterated vessels? It's ridiculous that I'm legally allowed to destroy the vessel and murder the person therein, but god forbid I touch any cargo that was dropped (no one comes back for it anyway).

You're right, OP. I find this very stupid myself. Maybe Frontier should read the rules on maritime jetsam and flotsam. Please fix.

If a wanted vessel is carrying cargo, there is a chance that it is stolen.

Regarding salvage - anything found still belongs to the original owner and must be reported to the Receiver of Wreck. Keeping and not reporting is still stealing.

im in agreement with the op here too
Have to say
It is kind of silly that absolutely everything is stolen agree with Anchorshog too Jetsame/flotsam etc

You can easily avoid getting scanned at stations by gunning it through the gate at a reckless speed.

It's pretty silly other than that. I guess they didn't want scavenging to be free money for no effort. Even way back to the early scavenger hunt trailer there is suggestion that scavenging is for some reason or other illegal. It would be nice with some fleshing out of the reason why that is, and why they can know that something is scavenged by scanning it.

Sure there is a "chance" that some or all of the cargo is stolen but not by any means a certainty I fly around wanted all the time with cargo I have lawfully purchased and thus lawfully belongs to me

IMO this could be improved upon a great deal.

Sure, I definitely agree that there's a CHANCE it is stolen, but even a small gratuity for retrieving stolen items is a preferable and more sensible/logical/realistic route than "LEAVE IT TO ROT IN SPACE OR GET FINED", like I said, no one goes back for it anyways. :p

As for salvage, if the original owner is dead whose stuff is it anyway? <.<

If cargo that doesn't arrive at it's destination is permanently flagged as "stolen" (by some in-game ID tagging malarkey) then there should be a module to crack the canisters to be flagged as legal again. Perhaps in place of a refinery module or something?

It could, I suppose, as long as cargo taken as a result of piracy is still marked as stolen....

That not a bad idea but u could also just not flag the things that the pilot actually paid for with there own money before being blown up as stolen.

that would certainly be acceptable to me I just think the whole absolutely everything is stolen thing is a bit silly.

I think they need to add salvaging license system, it might be planned
probably something like you can scoop the cargo, but it is marked as salvaged instead of stolen, you can sell it but at like 25% value (smugggling needs to be more profitable)
similar system for the illegal items could be implemented as well
