Logging off / exiting game and coming back fixes it apparently.

Have you tried logging off and logging on? Several folks, including myself, have run into this bug and were able to clear the erroneous bounty this way.

Thats not the issue, even in the correct station the current bug doesn't allow some of us to pay the fine.

I'm suffering this constantly and having carried on to kill one I was wanted with a big bounty. logging out and in worked but its making it virtually unplayable for me in trying to increase my combat rank. virtually everything I go for causes me a bounty!!
