War Ended but no one Won?

I was fighting on behalf of the federation in a system where the two largest factions in terms of influence were at war with one another. They both had the lion share of influence at 36% each.

So did a couple of sorties to kick some independent pilots behinds, I came back to the system in question today to find the war had ended, there were no more conflict zones yet both factions remained on 36% influence?

Is this correct?

This is normal for many random CZ, to randomly end like that. It been like that since day 1 and ealier. Someday this would be fixed, i guess.
