I had this happen when the formerly-leading faction paid the expansion tax, haven't managed to stir up enough trouble trigger it elsewhere yet.

If the expansion tax was partially causing the crossover I'd guess that it will.

Otherwise a locked asset seems more likely and I'd guess it wouldn't.

It'll be interesting to see either way.

There wasn't an expansion involved - I think its a locked asset - ironically named after our founder!

The system control faction got here as a community reward in February 2019, when a xenological research centre granted to build officially. After a series of complaints for months to FDev, they finally put the faction here with last year's September Update.
So its more likely seems its a locked asset (as the part of the Elite lore) - like some others in Elite galaxy.
