War Prisoners minor faction?

Does "shipping" war prisoners affect the BGS war state of a faction at war? or only combat missions like ground/space?
 
Exactly which missions count towards the war result in wartime is unclear (and different people claim different outcomes for some of them); it certainly seems to be the case that merely having the "wartime" flavour isn't sufficient. You'll need to start an obscure war between non-control minor factions in a system no-one cares about and try it if you want certainty.

The mission may well also have state effects which will almost certainly apply even if the mission doesn't affect the war result balance.
 
All i can find really about prisoners shipping is that it supposidly affect BOOM on the minor faction affecting it. But then again you only get them what i see, when a faction is at war with another one. Some things are just not meant to be known i guess :p
 
System state missions have the state mentioned in the mission description and those (im guessing) affect the state. Or?
Not necessarily - the mention shows that the state has (to some extent) caused this mission, not necessarily that the mission will help to preserve/counteract the state (though often they will)

The most obvious counter example is that a lot of missions can be Expansion-branded, but no mission affects the Expansion state.

EXPANSION missions do affect the expansion, in that i believe they determine the starting INF of any successful expansion to a new system (i.e the more you do the higher you enter the system, with a cap being in effect).
