EDIT: actually, the controlling faction had the correct government type. It was our government type that was indicated incorrectly. Subtle, but possibly important point.

Its definitely worth FDEVs time checking it out if we can get them some more examples.

War finished yesterday, we went up 9%, enemy went down 9%
(Was Draw before final tick, so Close Victory at best)
So much for the 4% rule
