This isn't the most necessary thing, but I find that it really breaks my immersion in the game when I have a zoo in the tundra or taiga biome and all the guests arrives in t-shirts. If it isn't too much work it would be amazing to have the guest in at least long sleves and pants in colder climates

Due to the Weather being so unpredictable in the temperate Biome I can understand when they don't come in Winter Clothes but this should definitely be added for the Tundra and Taiga Biome

Watching guests in something close to underwear shivering and complaining while walking in the snow is the most embarressing experience in PZ. I am cringing inwardly every time - it is even sillier than the 4 m keeper's jump!

I think there should be 3 Categories for Clothing. One for Hot Biomes like Desert, Tropical and Grassland. Then a Mid-Way Category with somewhat Warmer Clothes, but nothing like Ski Jackets. Perhaps Sweaters. This could be for Temperate and maybe Taiga. And finally a Third Category with proper Winter Clothing for the Tundra Biome which is always cold. Taiga could be included here but the occasional 25 C weather might not work.
One thing with this idea is each Player must pick all 3 Categories for their Avatars for it to work. All other AI using the necessary Category but only Player AI being different would look weird.

I really wanted really thick Winter Clothes for my Avatar last Time I've worked on my Research Center, so good that someone doesn't forget the Avatar too like I did
if guests dress inappropriately for harsh climates of certain zoos, they should able pay for it via vendors. Too cold walking through that arctic blizzard? visit the Winter store for a Dall sheep onesie or a tiger pattern scarf, polar bear gloves or reindeer snowshoes. too sunny? - flamingo sunglasses, dingo tee, skunk pants and capybara flip-flops from the Summer Store, or via a vending machine.
I thought more of normal Winter Clothes but I think the ones you've suggested might look pretty nice
