Wars are boring (they shouldn't be)

Perhaps I'm looking at this wrongly, but there seems to be hardly a difference between a system in war and a system in civil war. Which makes wars, apart from material hunting and bgs manipulation, relatively harmless and uninteresting for players. I think this should be revisited to actually affect players and give traders and combat pilots something to do.
I quote Commander Danicus from https://forums.frontier.co.uk/threads/how-to-build-a-pvp-capable-ship.460061/

The basic premise for avoiding negative interaction with other players is that the process constitutes "fun" for the player under threat.

From an RP perspective, if the ganking players were pirates, blockading, or active participants in a BGS conflict a target player would expect attack.

I think this is a good idea. How about enabling the conflict (choosing the side) system wide and not just within CZ? Give the PvP players a reason to blockade a system (a bounty on every non-faction ship) and the traders a option for blockade running by massively improving the prices for those not allied with the dominating faction. Of course there should also be a NPC blockade for solo players, but this would change the current Eravate/Deciat focus and give players a good reason to act within dynamic community combat encounters.

This could help to integrate PVP, while at the same time offer a interesting opportunity to the Open PVE players.
