This is a bone of contention amongst our designers - and we will do something in the future. There should be a cost to this - but that is for another day. So some news - we will be reversing this change shortly (or 'soonTM' as Michael B would say...), so to be clear this aspect will be as it was before in the public release.

I thought this change wasn't going to happen because of all the contention. What the heck happened????

Looks like this is a cut-paste of all the changelogs starting with the first PP update. There are several 'server side' in that list, maybe the 'remove 10%' didn't get called out.

In British English, "tabled" means put onto the discussion table for immediate/imminent consideration.
In American English, "tabled" means take off the discussion table so there is no immediate/imminent consideration (= "shelved" in British English).
The two have entirely opposite meanings.

The "10% thing" is indeed shelved, but for the moment only, at least for 1.3. However, Frontier have indicated that they want to incorporate it eventually.

Some people have taken this to mean that they may, at some future date in some future release (1.4, 1,5 etc), consider providing module storage, perhaps in a similar manner to way we store ships now. That would be the trigger reinstating the "10% thing".
