Water and Barriers - Has Something Changed?

So in my newest zoo I've built a grey seal habitat and attempted a platypus one, and in both cases I haven't been able to lower the barrier closer to the water level at all (with heigh-snap turned off). I distinctly remember being able to do so in the past, so has something changed?

You have to sink the bottom of the barrier into the ground, that way you can lower more the top part of the fence.

Plus, lower the barrier section by section, not as a whole. You have to click the individual pieces.

I remember doing this maybe last week or so. I tend to have stupidly tall barriers that I fill to the desired water level then lower the barrier by each section not the connector poles. Sometimes the barriers glitch out and you need to redo the entire barrier again but it works. For clarification, I have the barriers down first, then fill with water
