So i discovered my first Water Giant yesterday, never seen one before. Are they rare planet or have i just been unlucky and not seen one before now?
They are relatively rare, yes. But not as rare as Helium-rich Gas Giants.
Unfortunately their selling value is very low (<2000CR)

Helium-Rich Gas Giants seem to occur in pockets of very young systems. Those pockets are certainly very hard to find, but once you find one GG/He you know you've in the right area and within 2-4 short jumps in the right direction you'll find more.
Here's a recent post about this:

EDIT: I just re-read that thread and see that you contributed to it, so just ignore me
CMDR Andrew Reid
I've only found one, but that was in a system where another CMDR has scanned the star and a couple of close planets, missing a water giant and a Y-dwarf with pristine metallic rings.I have only found 2 in the time I have been playing. Then again I sometimes don't scan all the giants, so I might have missed some.
