Water level not rising?

Hi, I am trying to create a tropical island park. I have the water stretching all the way around the edges but for some reason I cannot seem to get the water level to rise where I want it.

Like I want my water level to where that red line is but it won't let me get it up that high. Is there a reason for this?

It's probably because of the path blocking you from putting water in.

Water and paths don't go together.
 
You may be able to get just below that by disabling collisions but as Luuknoord has said it's the path that's likely to be the problem (although you do need to make sure the land height is correct on the other side as well)

Unfortunately turning collisions on/off has no effect on water+paths.
 
try removing the ground and the path the raise the water to the desired height then adjust the path to go over the water again

I have tried to remove the path but it won't go away. Its the path that's automatically already there when you launch the tropical theme sandbox in the game

Ah then you will have to move where the water is a little bit away from there and build again
 
Nope, I've tried adding in a border around my park and the water still won't rise to my desired level. How can I fix this?? I am trying to create a tropical island park theme
 
The water surface uses a kind of optimization in which the "collisions" are summarized at a less-than-full resolution.

You can test this yourself, I have established that the resolution is roughly 2m. So, increase any possible conflicts to greater than 2m and you should be fine.

How do I know when I have raised the terrain 2m? Is there an option to show terrain height?

I think I have found my problem! It is on the right section of the tropical sandbox, the terrain on the side of the fence is slanted and lower than the other side where I want my water to be.

That is why I can't have edge to edge water around my park. Whenever I try to lower the terrain in the area of the park, it will disappear.

Make a fake perimeter a few metres inside the maximum?

I made an island area, lowering the waterline deeper than yours, with a "horizon" posterwall on the border.
