Allow us to "paint" an area of the map (much like Staff Zones) that designate that area as the "Water Park" section of the park. Then persuade the guests leaving that area to change from their swim gear back into regular clothes before they do so. There are guests wandering all over the park in shorts and no shoes! This could easily solve this ridiculousness.

Came here to suggest this! There's an issue where some water park guests don't join back up as a group after swimming or going on a slide. Their status changes to 'wandering' or 'idle' and they will wander the entirety of your park forever, not interacting with anything. It's very noticeable when there's guests in swimsuits miles away from any water features. If they were restricted to wandering a designated water park zone at least it wouldn't feel so jarring.
