Water Placement Issues With Nothing Around It

I have been fighting with water placement for the past hour. I have removed everything, put my animals back in the trade center and nothing is working. I went to another part of the map where there is nothing and I still can't fix it. It will let me place water down into a deep hole but I want it on the surface so my animals can reach it.

If you're playing in temperate Oceanian map, or tropical Asian map or tropical South American map, there's a bug that doesn't allow us to create shallow water. On those maps we need a deep hole to put water in. Frontier knows it and they are investigating it.
