Yes, sorry, but I'm pretty sure that picture was fanfic, and not an actual feature release by Frontier.
I'm also pretty sure that ship in the background is a fanfic-guess at the Beluga's appearance, long before the Beluga was introduced in-game.
The only thing I can think of that might be regarded as a "promised feature" along these lines would be those very early Alpha videos of Sir David handwaving some ideas of what he really really wanted to see added to his game (can anyone say "dinosaur hunting"?), which I seem to recall had some mention of ocean worlds.
