Wave machine scenery score doesn't work

I've placed all kinds of scenery items all around here and it doesn't do anything to the scenery score. I've had the game unpaused for a while now with no change.

I think you misunderstand: Wave-machine is a scenery Item itself - it is not very pretty, so with scenery score of 0 it does not contribute to the Scenery rating, but only to the pools prestige.
Notice the game differences between scenery score (the stat of a scenery item) and scenery rating (the resulting effect all the placed scenery has on a ride/pool).
