A small outpost at Nav Beacons could be a good idea.This small station would have its security force to patrol the area it could offer minor services like refuel,rearm and emergency repair eg a few percent damage up to say 25% repaired.Internal docking would be nessesary you could parkout side and drones from the station could do the job.Also if and when NPC hirelings are available this could be a meeting point to hire them to travel insystem or beyond,NPC could register with local Authorities as escorts it would be a simple matter of contacting the station to find who is available to escort or who needs escorting.
