I agree it is weird that it doesn't start especially with how matchmaking works.
That said, maybe they consider 2v2 a problem, if another player joins it becomes 3v2 which is a limited amount of fun, where 3v4 'can' be done, so in order to avoid such a situation they don't allow it to launch before its 3v3?

This! It happily auto starts a 3 v 4 but not 2 v 2, even if you all vote skip.
Isn't voting "skip" to skip the map choice?
Is it? I assumed it was to skip the count down. Coming from other lobby-based games like Left 4 Dead. Could explain it
Edit: upon further testing, you're right, it's level skip.
