It would make settlements more lively, and would open up more gameplay opportunities:
NPC SRVs could give you missions planetside.
Assassination missions could be offered where a NPC SRV driver is the target. Either you kill them yourself, or once they reach their destination (say a POI), you could paint the NPC as a target - at which point the faction that offered you the mission drop in with ships and obliterates the target from orbit while you eat popcorn!
NPCs could be followed to POIs. Once there you could try nicking any cargo they scoop, for once we get to say "big haul of 2 tons you've got there, blah blah."
NPCs could challenge you to races ("I've put the finish marker as a navpoint on your scanner, ready, set, GO!!"). Win and you get credits, lose and you lose credits which goto the NPC. For fun, add land-mines. [big grin]
