We need more gas stations!

Fuel scoops are great, but traders may not want to sacrifice their maxed-out cargo capacity to a big fuel scoop, and hot-running combat ships take forever to finish 'cause they can't dive very deep. My proposal: Expand navigation beacons (edit: At least, some of them) into automated fueling stations. No clearance required; just a couple docking pads of each size and "first come first served and if it's taken, wait your turn or forget it." On landing, simplified version of the refuel menu pops up; when that menu is closed, docking clamps release automatically. Quick, simple, very useful to people with less or no fuel-scoopage making long runs across the Bubble.
