We need player-issued bounties

So recently some Commander in a Fed Corvette tries to kill me in Beta 2.1. No demands given, immediately opens fire. Couple jump-outs and he still picks on me. Ok fine, it's just beta, i still end it by tricking him to jump out too soon. Searching around i find a youtube channel with barely any views, apparently he fancies himself a PvP player.

I'm not saying he's a griefer or something but...

Frontier, why don't you let us issue bounties on other Commanders? This is Elite, surely you could let me issue a nice 100 mil Bounty on his head?

To enhance his PvP experience, of course.

agree 100%. i play 90% of the time as a "proper pirate", looking for cargo, not kills, and i would LOVE the added player interaction of CMDR bounty hunters trying to locate and take me out
 
And the other guy will ask some of his friends to collect the bounty, in the end he will make more money :D

Easy fix: Make the max actual payout equal to the rebuy cost of his ship. That way, even if he worked together with someone to kill him and split the bounty it would still be a net loss.

This could be scaled according to bounty input and player rank. To issue a 100% rebuy cost bounty on an elite player I could be required to pay 10 million credits. For a 50% rebuy cost bounty on a competent pilot it could be just 300.000

Actual piracy? I'd love that. I might still issue a bounty just for the humiliation ;)

And don't get me wrong, while I think unsolicited PvP with no piracy or faction motivation is just stupid, I'm not calling for the game to be changed so this doesn't happen.

All I'm asking for is for an immersive roleplay functionality that let's me return the favor, business-style.
