Currently when you have a building item selected and you hover over another item in the building menu, it won't show a tooltip. You have to deselect what you have to see the tooltip. We need to be able to see the tooltips at all times. Also, the tooltips are slow to show. It takes about a second after you hover for the tooltip to pop up, this is a barrier to quickly finding what you want.
We need tooltips in the building menu while we have something else selected.
