To be honest, that's what I'm expecting as there's only a couple of ways of doing combat locations with current mechanics.
• In empty space
Any area where you do combat and there is no risk of crashing into objects aside from other ships — These are areas like combat zones, aftermath of interdictions, low wake into signal sources, and yes this could also includes nav beacons.
• Extractions sites
There is a risk to crash into static object (asteroids), which can also be used as cover.
• On planet surfaces
Obvious risk of crashing into the ground.
• Around stations
Any area or point of interest in space that contains a structure.
