Weapons & Utilities

The one thing that has bugged me about the weapons & utilities of the ships since I started playing in the beta stages of the game is, you can't deploy them separately, I have suggested this a few times in the past for multiple reasons.
Try scanning a wake outside the station, you immediately get a message from the station informing you that you are still within the no fire zone so put your weapons away! Okay it's no big deal but it's irritating because you want to deploy your wake scanner not your weapons, but you can't because the game won't let you.
When you wan't to scan a ship or facility, you immediately look aggressive because you have just deployed your weapons as well.
Being able to deploy your weapons and your scanners separately would also give you the ability to manage your power more efficiently too.
Come on Devs. give me a break I've only asked a few times in the past umpteen years, at least respond and let me know you are listening ;-)

Or "excuse me officer, I scanned his cargo to ensure how much free space he has to present him my void opals!", right?
Or "I've scanned his wake to ensure he is going to safe place, otherwise I would follow him to protect!", hah?
Oh come on, you are free to deploy weapons, authorities will neither shoot you because of that nor fine.

If you were going through security in an airport and the officer running his scanner over you pulled out his gun whilst he was doing it, would it not bother you?
It's simply not logical to deploy weapons when you want to scan something or someone, unless your intentions are hostile.

I guess this is different in terms of consequences. In real life mistakes will be fatal. In the game the officer can start shooting. I can shoot also. Nobody will hurt or will die.

The majority of scans have hostile intentions. Bounty hunters, assassins and pirates want to track people's wakes; pirates, bounty hunters and system authority want to scan people's cargo bays; and obviously the KWS is all about potentially destroying the target. For the majority of applications, there is a reasonable potential for bloodshed after the scanning depending on what the scan shows.
 
I agree to some extent, however if you fly into a bunch of commanders in say, the nav beacon and want to KWS to find just the wanted commanders, as soon as you deploy your scanner which also deploys your weapons, you immediately look hostile and it is likely they will deploy weapons and maybe turn on you. whereas if you just deploy scanners, the odds are they won't even notice you until you scan them. At that point they may get a bit upset but because your weapons are not deployed they wont be expecting you to open fire.

Somewhat true, but in your example the player with the scanner is still looking to open fire.

Sure, it is only against someone with a bounty on their head, but it's still the metaphorical equivalent of someone walking into stereotypical Western gunslingers' bar carefully comparing everyone you see to a poster of known outlaws in your hands - even if your gun is holstered it is still clear as day that you are looking for a fight.

This is true, but it could mean the difference between doing battle with the one you are looking for and doing battle with others who took offence at you pointing your weapons at them.
