"The 2.2.03 patch introduced a new PowerPlay mechanic called consolidation. Previously a lot of PowerPlay strategy revolved around balancing our CC balance to avoid expanding into really bad systems (like Soholia), but this is now no longer the case.

With Consolidation we can avoid expanding altogether, which given the size of Mahon and our competitors isn't a bad thing.
So how does it work? Well, to get a vote, you need to be pledged to rating 2, and you have to have been pledged for a minimum of 4 weeks. The longer you've been pledged, the greater weight your vote will have (from weight 1 at 4 weeks to weight 5 at 16 weeks and on). In the PowerPlay menu, under Preparation, we now see a new overview called Consolidation, where you get to choose to vote for either Consolidation or Preparation.
In the preparation list Consolidation moves up and down the preparation list depending on the fraction of votes are given to it, and the higher up the list it is, the more CC is blocks from being used, and every 10 CC blocked increases our undermining triggers by 1% (with a maximum increase of 50%).
So what to vote for? If you're in doubt, always vote consolidation. Other than that, keep your vote on hand until we've posted a recommendation in the weekly strategy thread. If you can follow along on Discord on cycle night, even better."

"It's worth noting that the patch that brought in PowerPlay consolidation also brought in a change to PowerPlay NPC behaviour. If you are not carrying active merits, as in you've been undermining and not handed in yet or you're hauling merits from A to B, you may still be interdicted by them, but unless you're wanted in the system they won't attack you. This means that you can now be pledged without being attacked by the PowerPlay NPCs, regardless of where you are. As such, if you're Alliance aligned but stayed out of PowerPlay to avoid the NPCs, we highly recommend that you pledge to Mahon again and maintain rating 2 as that gives you the trade bonus and voting rights after 4 weeks of being pledged."
