I am pledged to a power and have completed the initial 5 assignments. I noticed that one of the assignments this power cycle is an on-foot mission. I have no interest in on foot missions. Are the weekly assignments each power cycle required?

No - once you've done the five in your first week (which never appear to contain on-foot assignments) the rest are entirely optional. Do them if you feel like it or you think the bonus merits are worth it, ignore them otherwise.
