Engineers Weird G3 thermal mod by Elvira

I'm just starting with engineering (upgraded fsd, now working on shield gen) and Elvira seems bugged to me. Everything was OK while I was upgrading the shield generator with Thermal mod G1->G2->G3. Suddenly, if I continue to try G3 rolls, Elvira actually wants to downgrade thermal resistance as if I'm attempting another modification type.
What I mean is not that new values are worse than current roll, but that the blue bars of any future G3 roll are now definitely not thermal buff, but rather kinetic -(30-40% downgrade of thermal, 30+% buff of kinetic). Elvira simply wants to do G3 thermal mod by removing any thermal buffs and increasing the kinetic (e.g. she wants to roll back to stock shield generator).

It doesn't make sense-is that a known bug somehow? It has to be a bug - values she offers are way out of her G3 Thermal recepy..

P.S. I was thinking if the reason could be a secondary effect, boosting my current thermal mod way above the recipe, but that doesn't explain the kinetic buff she offers..

It's as I thought.

The values you are seeing are relative to what you already have. One of your previous rolls achieved a value for thermal resist that is beyond the normal maximum that blueprint provides (via secondary effect) and a value for kinetic resist that is worse than the normal minimum. As such, unless you get another secondary roll that surpasses the existing ones, regular upgrades will always worsen your thermal resistance and improve your kinetic resistance.
