The point about PEGI ratings was only mentioned because Elite Dangerous (including Horizons) was marketed as PEGI 7 so the more stringently rated Odyssey can not be folded into Elite Dangerous (as Horizons was) since the violence displayed (personal violence) requires it it be rated as PEGI 16. You can not incorporate Odyssey into the PEGI 7 game since that would potentially expose players to PEGI 16 violence.
I don't know why the Elite Dangerous games have an ESRB "Teen" rating (as does Odyssey) when they are PEGI 7 maybe they should have originally been aimed at PEGI 12 in that case?
