Yeah, not really followed the gaming press myself since the days of Super Play Magazine, but I'm guessing that Frontier's PR team are expected to trail stuff before it's released.

Seems unlikely. As someone earlier mentioned, they would mention it in the newsletter and through other channels. A big update tends to bring people back to the game and possibly attract new players, so they will want to create some publicity for it.
