Just been have a poke around in Beta and saw this, excellent we're now being actively hunted...
Not sure how 'an explorer' is defined as a target though? The text refers to traders as well?

Prolly just targetted at certain NPC ship type. I don't think player ship will count as "mission target", but who knows. Did you try and take the mission to see?

I've dropped in systems where a USS has turned out to be 3 NPC Asps bimbling along making comments like "to boldly go where almost no one has gone before" or similar.

I expect this is what they mean - it'll most likely be npc Asps and DBEs as the targets

Missions will never ask to hunt down or trade with real CMDRs ,as players can opt for solo or group play :)
