What (and where) is GalCop space?

Is this a reference to something from an old Elite novel or a previous Elite game? I've not seen anyone mention it on these forums.

GalCop (also spelled GalCo-Op) were the Galactic Cooperative of Worlds, a Federation of planets - not sure if they turned into the Federation we know and 'love'.

GALCOP was separate from the current major powers, and lost any real power it had before the start of Frontier Elite II (which is why they're not mentioned throughout it)

Nope.
GalCop are the police. Galactic police, police colloquially known as coppers, or cops, or a cop in the singular. Galactic Cop(s) or GalCop.
GalCo-Op are the cooperative.
 
Nope. GalCop and GalCo-op are synonymous. Check the manual.

The manual makes it very clear that GalCop are the police of the Cooperative.
GalCop is the enforcement arm of the Cooperative.
They are not equal, GalCop is subordinate to the Cooperative of Worlds (government).

The term GalCop is twice used to refer to the Cooperative but in my view this is not correct usage. That they are both in the same place and part of the same organisation (much that the police are part of UK PLC) only confuses matters. One could say that the UK police are the UK as everywhere the UK is so are the police, but they are not the same thing.
Someone looking in from outside, and in the absence of any other information, could easily equate the police with the UK.
Just as it's easy to equate GalCop with the Galactic Cooperative of Worlds. But they are not the same thing.
The manual is clear that GalCop are the police. It's less clear on the Cooperative however.

It was early days so no wonder there was a bit of confusion. There are an awful lot of gaps that the player is left to fill in themselves which leads to stimulating discussions like this one.
I'm glad it's not the same structure in ED as it was rather simplistic.
