And where can I find them. I just discovered all the power play stuff and I'm clueless. I pledged to Aisling Duval and I've no clue what I'm supposed to do nor can I find any specific tutorials on it. Please help as I'm getting bored and hoping this will get me back into the game

You can buy them from Aisling Durval in her home system.
you sell them to one of her other systems for merit points.
Merit point half every Thursday, so if your aiming to buy the prismatic shields, wait until the third week, then go buy 750 of them.

What are merit points for? And that's the entire purpose is to get merit points?
Doing what? Because that's pretty much the exact opposite of Power Play. "Be prepared to see your credit balance sink to all new lows, even as you draw in a weekly stipend of 5,000,000 credits." is more accurate.
Merits raise your standings. The higher your standings, the more benefits you gain. Most people only Power Play for the Modules, which means you need only reach Rank 3 before the end of your 3rd week, buy all the modules you want/need at the start of the 4th week, and either defect to another power or quit and enjoy your new toys in peace.
